More tax money to clean up bum poo and house drug addicts.

In 2024, Indianapolis created an Economic Enhancement District covering 1.5 square miles of downtown.

Property owners inside the district pay a special fee for
-cleanliness
-beautification
-public safety
-homeless outreach.”

Property owners and downtown stakeholders got an overview of the 2027 spending plan.

The district expects to have about $5.3 MILLION to spend.

• $1M toward operating costs for a homeless shelter
• $100K for public safety technology/cameras
• $38K for homeless outreach
• $38,360 for a safety ambassador
• Less routine cleaning, more “gateway cleanup”

And the fee rate is supposedly going DOWN from 16¢ to 15¢ per $100 of assessed value.

Except 38% of property owners will actually pay MORE because their assessed values increased.

So the rate goes down…

But nearly 4 out of 10 property owners get a higher bill.
