The Plainfield Chief of Police spoke to the Corrections and Criminal Code Interim Study Committee about Indiana’s juvenile crime problem.
He said:
• 23 years ago, juvenile crime was more “kids being kids.” Now police are seeing carjackings, pistol whippings and shootings involving juveniles.
• Some juveniles have already been arrested, adjudicated, put on probation and given multiple services, yet continue committing serious crimes.
• He wants a new “serious violent juvenile offender” designation for repeat violent offenders
.
• The designation would give judges more options between the traditional juvenile system and waiving a 14, 15, 16 or 17 year old into adult court.
• Those options could include secure placement, behavioral treatment, education, vocational training, substance abuse treatment and supervised reentry.
His argument: rehabilitation should remain the goal, but Indiana needs better tools for juveniles who repeatedly commit serious violent offenses after previous interventions have failed.
